ANCINE (Agência Nacional de Cinema) - part of the Ministry of Culture - is Brazil’s national film agency, dealing with all regulation related to the local audio-visual industry.
Foreign production companies that want to shoot in Brazil must obtain an official authorization for their project from ANCINE. Shoots of a journalistic nature - news, essentially - are exempt from this authorization.

The foreign company must partner with a Brazilian production company who then liaises directly with ANCINE, essentially taking responsibility for the project on Brazilian soil.
If Brazil requires you to have a business visa to enter the country (this varies greatly from country to country, and often changes) then the ANCINE permit also works as an authorization letter to show at the Brazilian consulate in your country as part of the visa application.

WITH ANCINE?
To make this application we need full details of the project, a signed contract or agreement of works, passport copies of all crew entering the country, shoot locations and filming dates.
As much of this information may become clear only at an advanced stage of pre-production, we simply complete the application once we’re ready. In most cases ANCINE will take 5 to 7 working days to approve and issue the permit, although we would generally advise allowing 10 working days at the very least.
